从法德互补看法德并治方略内在必然性

On the Inner Certainty of General Plan for Running a Country by Law and by Virtue from Complementing Law and Morals

江泽民同志提出的“依法治国”与“以德治国”相结合即法德并治的治国方略 ,是治理国家所运用的法律与道德这两种社会控制手段功能互补内在辩证逻辑关系的必然要求。法律与道德各有所长又各有所短 ,而且此长正好是彼短 ,只有取长补短实行法德并治 ,才能形成科学的刚柔并济、内外结合、形神兼备、标本兼治的治理模式和持久的治国良策。

The general plan for rule both by law and by virtue put forward by comrade Jiang Zheming is the necessary requirement in running a country. There are close relations between law and morality which are two different social controlling means. Either law or virtue has its own advantages and disadvantages. Only by absorbing the strength to make up for its weakness and by practising the combination of law and virtue in administering a country, can we form the scientific running mode and achieve lasting effect for controlling the country.
