高校政治文明建设,重在校园民主建设与依法治校,以充分发挥人才培养、科学研究、社会服务、先进思想发源地的拓展功能。应当依据高校政治文明的历史性、社会性、发展性、共享性、标志性等基本特征,通过坚持高校党的领导、坚持高校体制改革和观念创新,确立高校政治文明的创新思维模式;实现教职工的全面发展,形成高校政治文明建设的有效机制。

The establishment of political civilization in colleges and universities centres on the building of campus democracy and the management of colleges and universities by law.In this way ,colleges and universities will be able to make full use of their advantages in terms of personnel training ,scientific research,social service and the birthplace of advanced ideas .Therefore ,we should,in accordance with the basic characteristics of political civilization in colleges and universities ,take some active measures. The main measures include:(1)to uphold the Party's leadership in colleges and universities ;(2)to stick to structural reform and concepts updating ;(3)to establish the innovative thinking model of political civilization;(4)to attach importance to the all-round development of the teaching and administrative staff;(5)to form the effective mechanisms for establishing political civilization.
