On the Characteristics and Reform of the State-owned Enterprises in the Perspective of Human Capital

人力资本是国有企业性质研究的崭新视角。从人力资本的理论角度分析,国有企业的制度性本质,并不是一个物质资本的产权虚置,而在于它是一个人力资本的产权虚置,以及由此造成的物质资本产权与人力资本产权在制度两极存在的不对称性。国有企业改革应该从人力资本产权制度的显性化角度入手。

Human capital is a new research perspective.According to the human capital theory, the institutional characteristics of Stateowned enterprises is not a virtual setup of the property right of material capital,but that of human capital,thus resulting in the institutional asymmetry of the property right of material capital and that of human capital.The reform of the Stateowned enterprises should start with the dominance of the property right of human capital.
