Public power stemmed from the needs for defending the public interests and life of a society. But power may alienate because of the acting exercise and entrustment of power as well as the personal factor of the acting exerciser. A socialist country needs power moral to restrain the operation of power. Why is the problem of man the key problem of power control ? Serving the people is the core of moral of socialist China.
