加入WTO后再看“民工潮”及对策

The counter measures to"the human tide of labours"with the entry of WTO

中国加入WTO后,给农业带来很大的冲击。大规模的产业调整将会引起新一轮的“民工潮”。面对情况,配套的措施应加紧制定、实施,一方面要加快城市化的进程,增加就业机会,另一方面政府应采取新的“减员分流,双向流动”措施,解决农民进城的诸多限制。

China's entry into WTO will bring great impact to the agriculture.The adjustment of industry will lead to a new wave of peasant-workers.In order to deal with this situation,commensurate measures should be made and carried out as quickly as possible.On the one hand,the urbanization should be preceded and more job opportunities should be offered.On the other hand,the govern-ment should take such new measures to lessen various restric-tions of pouring of peasants into city.
