Ideological and political work is a valuable tradition and one of the political advantages as well as an important guarantee of the Party to win one victory after another in the Chinese revolutionary phases and socialist construction stage. Ideological and political work plays a significant role in motivating the people to participate more enthusiastically in the great endeavors of socialist construction for the grand objective of building a well off society in an all round way in the new century set forth in the 16th National Congress of the CPC.In view of generally low effectiveness in the present ideological and political work, it is vital to deepen the understanding of ideological and political work and seek ways to enhance its effectiveness scientifically. Determining its role is the prerequisite, improving the leaders'ideological and political quality is the key and protecting the immediate interests of the targets of ideological and political work is the essence.
