关于当前中国安全环境变化的分析

An Analysis of the Current Security Surroundings of China

20世纪 90年代后期至今 ,亚太大国安全战略的调整成为影响我国安全环境变化的重要因素。在这种变化中可以看出 ,美国在亚太地缘政治格局的变动中处于主导地位 ,我国安全环境的变化在很大程度上受到美国安全战略和亚太战略调整的影响。因此 ,增强对美国战略调整的应变能力 ,把握中美关系走向 ,在合作与竞争中推动中美关系的发展是十分必要的。亚太大国关系复杂 ,相互交错、相互牵制 ,我国在对外关系中 ,要善于利用多边、双边关系做有利于我们的工作 ;在倡导树立新的安全理念的同时 ,要增强现代国防意识 ,实现国防现代化建设的跨越式发展 ,争取一个有利于我国发展的周边安全环境。

The national security strategy adjustments among the Asian pacific great powers have become important factors that greatly influence the variation of the security surroundings of P.R. China since the late 1990s. From the variation we can see that U.S.A has been acting as the dominant role in the variations of the Asian pacific regional politics structure, and the variation of Chinas security surroundings has been greatly influenced by the adjustments of American security strategy and their Asian pacific strategy. It is very important for us to promote the development of Sino U.S relations in the cooperation and competition between the two countries. The relations among the Asian pacific great powers are so complicated that they are all interlaced and pinned down with each other. China should make good use of the multilateral and bilateral relations in the diplomatic occasions to obtain the greatest benefit and to advocate introducing the new concept of national security.
