解决好下岗失业人员的再就业与社会保障问题,对于维护社会稳定,全面建设小康社会具有十分重要的意义。各级政府应给弱势群体以特殊的援助,让他们有精力有能力自我发展。同时,应大力发展服务业,特别是社区服务业。社区服务业不仅为下岗失业人员再就业提供了良好的机遇,而且使他们失去的职工集体福利也有可能通过新的途径和新的方式实现。

It has very important meaning for maintaining social stability and wholly setting up fairly well-off society to well solve the re-employee and social security. The governments at various level should give special aids to the weak groups and let them have energy and ability to self-develop; meanwhile, it is necessary to energetically develop service trade, especially develop the community trade. The community service trade not only provides the out-of-work and out-of-post people with good re-employment opportunities, but also can make them possibly obtain their lost collective welfare for workers and employees through new ways.
