In the early time of the Republic of China, the Provisional Senate of Beijing, the superlative legislature of the Republic of China then, did some effective legal activities during nearly one year. There were a series of procedures and rules in the legal activities. The success and failure in practicing the series was a vivid portrayal of western parliamentary political' experiment in the early time of the Republic of China.
