摘要
在世界范围内发生新军事变革的今天,制交通权理论的提出无疑是对高技术条件下制权理论的创新与发展。本文以交通和物流的概念为切入点,认为交通和物流在内涵上具有从属性;从制权理论的本质要求上看,制交通权和其它制权理论相重合的部分多,独立的部分少,而制物流权则具有较强的独立性;以制物流权理论指导新时期军事斗争准备,更具有全面性和系统性。综合以上几点原因,本文认为制物流权的提法比制交通权的提法更合理。
Traffic-Control Capacity theory is a new development of the Control theory in nowadays high-tech war. However, this article argues that it is more desirable to apply the term Logistic-Control Capacity than Traffic-Control Capacity, as far as military preparation is concerned. It is because, the paper points out, firstly, Traffic is merely a branch of Logistic in its connotative meaning, and secondly, Traffic-Control is less distinctive than Logistic-Control when compared with other kinds of control theories, and hence, when applied to military preparations, 'Logistic-Control Capacity' is more comprehensive and systematic than 'Traffic-Control Capacity'.
