教师素质的高低决定着教育培训效果的好坏 ,关系到学校的生存与发展。只有不断提高教师的综合素质 ,才能形成良好的师德师风。在师德师风建设中 ,应以教育学习为根本 ,以制度建设为保障 ,以管理改革为突破口 ,以青年教师培养为重点。只有这样 ,才能真正提高教师的综合素质。

The teacher's qualities decide the effects of education and training, concern the survival and devel- opment of school. Only by raising the comprehensive qualities of teachers continuously can we form good morality and general mood of teachers.In the construction of the teacher's morality and general moods,it is foundation to educate and study.With system construction as guarantee and management reform as breach,it is focal point to train young teachers.Only by this way can we raise the comprehensive qualities of teacher really.
