With the structure adjustment and the system innovation about modem open distance education in our country, the direction of the market in cultivating talents becomes inevitable. During cultivating advanced applicative talents, practical teaching and learning in the regional TVUs plays a very important role. It includes establishing its important status; providing elementary conditions and optimizing fundamental management and so on. And these are all effective measures and ways of constructing and promoting the practical teaching and learning in the regional TVUs.
