摘要
在公平与效率的认识问题上 ,存在“中国历史上平均主义盛行”、“公平与效率是一对矛盾”、“效率优先兼顾公平”等错误观点。文章分析了产生这些错误认识的原因 ,论证了公平与效率的一致性。提出在处理公平与效率关系过程中应注意不能把历史的教训当作成功的经验 ,并认为建立公平的制度是处理好效率与公平关系的保障。
There were some incorrect views influencing the understanding of fairness and efficiency in Chinese history. These views were: 'the prevailing of equalitarianism', 'the contradiction between fairness and efficiency' and 'efficiency and fairness go hand in hand'. The reasons for these incorrect views were analyzed, and so were the consistency of fairness and efficiency argued in this article. It pointed out that, when handling the relationship between fairness and efficiency, lessons learned from history shouldn't be seen as experience of success. It also pointed out that the guarantee for handling the relationship between fairness and efficiency was to set up a fair system.
