摘要
针对当前许多学者提出的延长工作年限以缓解养老金支付风险的观点,作者提出只有缩短工作年限才是促进就业的有效手段,并对不可回避的养老金问题重新进行了制度上的设计,从而力求达到既增加就业,同时也降低养老金支付风险。
In order to relieve the pressure of pension expenditure, many scholars put forward the view of raising ceiling age of work. On the contrary, the author clarified the feasibility of reducing ceiling age of work, which could promote employment effectively. At the same time, the author presented some policy implications for Chinese pension reform that not only could increase employment but also relieve risk of pension payment.
