Introduces the requirements to fishermen's scientific cultural quality in 21st Century and their present situations. Discusses the relationship between enhancement of fishermen's quality and development of marine economics with first-hand data from fishing villages in Zhejiang province. The measures to enhance fishermen's scientific cultural quality and to hold good opportunities to develop marine economics are put forward.
