摘要
各类开发区已经成为湖北省国民经济发展的重要力量,但各开发区发展不平衡,投资环境质量存在差异,如何正确衡量和反映这种差异是进一步改善和提升开发区投资环境质量的决策依据。综合应用多种评价方法对湖北省省以上开发区投资环境进行综合评价和排序,并采用Kendall'sW协和系数对结果序列作一致性检验,将综合多种方法的结果作为最后评价值。结果表明,湖北省各开发区投资环境总体水平不高,发展成就不平衡,区位特征明显。最后据此对开发区进一步改善投资环境给出了若干对策建议。
All kinds of development zones have become an important force for national economy development in Hubei Province But the zones develop imbalancedly and their investment environment is different How to measure and reflect the difference properly is a decision-making foundation to improve the zones'investment environment Being different from traditional evaluation methods, here we employ multiple methods to evaluate the investment environment of the provincial development zones and over in Hubei Province comprehensively and order them accordingly Kendall's W consistency coefficient is employed to give a consistent test for the evaluation result series and the results of multiple methods are aggregated as the final evaluation value On the whole, the result shows, the investment environment of the development zones in Hubei Province is not very good, develops in imbalance and has obviously locational characters Finally, some advices are given to improve the zones'investment environment in the future
