关于控制和消灭检疫传染病的若干思考

A Number of Consideration about Control and Dispel Quarantinable diseases

自从本世纪30、40年代以来,鼠疫、霍乱等检疫传染病都曾呈非常显著的下降趋势。对于这一度出现的下降趋势,一些中外学者认为是得益于医学科技进步和人民健康及生活水平的提高,并提出了大部分严重危害人类健康的传染病已经消灭或基本消灭、基本得以控制的观点和结论。似乎传染病正在成为一个过时的问题。本文从理论上阐述了传染病是复杂因素所致的结果,并从近些年一些古老传染病重新抬头的事实,说明控制和消灭传染病依然是人类面临的一大难题,是一项长期复杂的社会系统工程。根据这一认识,辛勤工作在国境口岸防病第一线的卫生检疫人员,必须比以往任何时候都更要坚定信念,排除干扰,肩负起自已的重大责任。

Since 30, 40years of 20th century, the sick rate of quarantinable diseases such as plague, cholera, et al.are all decread obviously. About these quarant in able diseases once decreased tendency, many Chinese and foreign cholar thought that the progress of medical science and technology and the improvement of people's health and living level was the advantages.They drew viewpoint and conclusion that almost all communicable diseases that harmed the human race health serviously had been died out or controled basicaly.It seems that communicable diseases are becoming a old quest ion. In this paper the authors set forth their viewpoint from theory think that communciable diseases are due to many complicated factors.The fact is some old communicable diseases are out break again in recently years.Control and dispel them always is a long term and compli-catad society system engineer ing. So the quarantine staff who work hard at the first station of prevet disease in frontier port should more firm their confidence than ever before.
