This paper extends some concept and application about entropy in information theory to target observation and recognition system, builds the entropy model for observation decision fusion system, and proposes two important theorems about conditional entropy and points out their directive significance in theoretical study and practice. This paper also discusses the structural relationship of entropy in fusion system.
