技术伦理规约的过程性

Process of Ethical Stipulation of Technology

分析了对技术活动进行伦理规约的必要性和可能性,指出了由于现代技术的复杂性和广泛性对技术进行后置规约的危险性,以及对其进行前置规约的合理性和局限性。提出技术伦理规约过程性的理论主张,并将技术伦理规约的过程分成四个阶段,即设计阶段的伦理评估,试验阶段的伦理鉴定,应用阶段的伦理立法,推广阶段的伦理调整。强调要依据技术发展的不同阶段的不同特点,通过不同的伦理规约机制和手段对技术进行动态的规约。

This thesis focuses on the necessity and probability of the ethical stipulation of technology. It analyses the danger of afterstipulation and the reasonability of forstipulation because of the complexity and universality of modern technology. It raises the theory that the ethical stipulation of technology is a process and it divides the process into four phases, that is the ethical assessment in design phase, ethical approval in test phase, ethical act in application phase and ethical adjustability in diffusion. This paper also emphasises the stipulation of the technology by different means and mechanism based on the speciality of technology development.
