The thesis firstly introduces the distinction between pornographic and harmful information on the Internet and analyzes the significance of this distinction. Then the thesis introduces and discusses Grahams ethics of administration of information on the Internet and law theory. Finally the thesis points out that using law means to administrate the information on the Internet should focus on important cases and less important cases can be solved by ethical, technical and economical means.
