The Building of Regional System of Technological Innovation: the Case of Beijing

区域技术创新体系的建设能促进区域创新、推动区域经济发展已经成为各界人士的共识。问题的关键是如何更好地建设区域技术创新系统。区域技术创新体系是由企业、大学和科研机构、政府、中介组织等技术创新主体 ,以及这些主体之间的联系及其运行机制组成的网络系统。本文以北京区域技术创新体系为例 ,从企业、高等学校、科研院所、中介服务组织和政府机构等不同的创新主体出发 ,提出方针政策、改革举措和实施办法 ,以不断优化和完善区域技术创新体系。

It has been widely accepted that the regional system of technological innovation can accelerate the regional economic development. So the building of regional system of technological innovation has been put into agenda as a key issue.Regional system of technological innovation is a network constituted of firms, universities, R&D institutes, middle agencies and government. This paper discusses the building of regional system of technological innovation in detail. The policy implications for firms, universities, R&D institutes, middle agencies and government are provided.
