On the Connotation of the Legal Thinking of Rule by Virtue

所谓以德治国的法治思维是对治理国家的施政动机、施政方法、施政手段和施政内容提出的道德要求,是指在建设与社会主义市场经济相适应,与社会主义法律规范相协调,与中华民族传统美德相承接的社会主义道德体系时,都应该运用法治所固有的确定性、规范性等特点来保证国家政治生活、经济生活、文化生活和社会生活的道德化。

The legal thinking of rule by virtue is the moral requirement to state governance of motives, methods, and contents, which means we must eusure the moralization of state political, economic, cultural and social life etc. when the construction of socialist ethical system is compatible with socialist market economy, socialist legal norm and Chinese traditional virtues.
