On the Local Educational Legislation in China

地方教育立法是相对于中央教育立法而言的,它有着不可替代的重要作用。地方教育法包括地方性教育法规、自治条例中有关教育的条款和教育的单行条例、教育的地方政府规章。地方教育立法形式多样,地方教育法规、规章之间的效力等级关系较为复杂。

Comparative with the central educational legislation,the local educational legislation has its im-portant non -fungible function.The local legal system on education includes local regulations on education,clauses on education in regulations on the ex ercise of autonomy,specific regula tions on education,and educational rules of the local governments.The aim of thi s article is to clarify the various fo rmalities of the local legal system o n edu-cation,and the relationship betwee n their validities.
