城市公用事业现行体制存在的问题与改革措施

公用事业是特殊的垄断产业 ,垄断产业有其独特的性质 ,在我国 ,公用事业作为自然垄断产业在管理体制上存在很大的问题。改革现行公用事业体制 ,打破垄断 ,政企分离 ,为不同区域企业的直接竞争创造条件已成为我国公用事业不可回避的问题。文章在分析我国公用事业体制现存问题、认识该产业特征的基础上 ,提出了我国公用事业体制改革的相应措施。

Public utilities is a special monopoly industry, monopoly industry has its specific characters.In our country,big problem exists in the management system of the public utilities which is considered as a natural monopoly industry. Reforming current public utilities system ?breaking monopoly?seperating enterprise from politics?creating conditions for direct competition between the different district business all of these have become inevitable problems for our country public utilities.After analyzing the current problems in our country public utilities system and recogonizing its property characters , This text puts forward corresponding measure of reforming for our country public utilities system.
