在当代西方政府改革浪潮的冲击下 ,世纪之交的西方公共部门管理研究领域取得了突破性的进展 ,出现了由传统的公共行政学向“新公共管理学”的范式转变。“新公共管理”既是当代西方政府管理研究领域的新理论形态 ,又是当代西方政府管理的新实践模式。本文评述了这种“新公共管理”范式的形成与特征 ,成就与问题 ,以及借鉴与启示。作者认为 ,“新公共管理”对于我国市场经济的发展和行政体制改革的深化 ,对于我国公共管理以及行政管理学科的知识创新 。

Born along the tide of government reform in the West, a breakthrough has been made in Western research on public sector management at the turn of the century, with a transformation from the traditional public administration to the paradigm of “new public management.” This new public management is both a new theoretical form in the field of research on government management, and a new model in the practice of government management in the contemporary West. In this article the author analyses the formation and features of the paradigm of new public management, pointing out its achievements and problems. This work has important reference value for the development of a market economy, the deepening of administrative restructuring, and the intellectual innovation of the disciplines of public management and administrative management in China.
