摘要
20 0 2年西方八国集团首脑会议通过的《非洲行动计划》对非洲一些国家的债务减免和经济援助 ,为非洲国家的经济发展提供了一次新机遇 ,从这个角度来说 ,具有积极意义。但从另一个角度来看 ,这种债务减免和经济援助附加了许多政治条件。由此可见 ,八国集团“口水扶贫”的时代远远没有结束。因此 ,非洲国家的发展最终只能靠非洲人自己 ,非洲人不能对八国集团的援助寄于厚望。
The Africa Action Plan passed at the G-8 Summit in 2002 has some active significances in that it has created a new opportunity for African countries to apply for reduction of or exemption from the debts and for economic assistance. However, it has appended many political prerequisites, which means the era of the G-8's paying lip service to aid-the-poor program is far from coming to an end. Therefore, African countries' development can only depend on Africans themselves, and Africans should not place high hopes on the assistance from the G-8.
