我国的就业压力在增大 ,创造就业机会的难度在不断增加。为此 ,必须认真分析造成失业问题及就业压力的各种因素 ,建立市场导向的就业机制的模式 ,即以中央和各级地方政府经济政策为指导 ,以调控劳动力供求为基本点 ,以市场调节为基础 ,以经济发展为目标 ,以创业为方向 ,形成劳动者自主择业 。

China is facing an increasing pressure for the employment of its population, and a greater difficulty for the creation of new job opportunities. Under such circumstances, a need is felt to analyze the factors that cause unemployment and employment stress and to establish a market oriented employment mechanism under the guidance of economic policies of the central and local governments, with coordination of supply and demand of manpower as a point of departure, market regulation as the basis, economic development as the final goal, and job-creation as the direction, so that a new employment mechanism featuring freedom on the part of employees in choosing jobs and autonomy on the part of employers in providing jobs can take shape.
