澳大利亚TAFE教育的政策环境给我们的思考

Enlightenment from Policy Environment of Australian TAFE

高等职业教育在促进社会和经济发展方面有着举足轻重的作用,因而发达国家特别重视高等职业教育事业的发展并给予有力的政策支持。本文通过对澳大利亚TAFE教育的政策环境的详尽分析,对比我国高等职业教育的政策走势,探讨了我国高等职业教育的发展趋势和高职教育政策建设中存在的问题,提出了我国高等职业教育在政策建设方面必须从制度上要建立健全我国高职教育政策和法规、从政策上规范我国高职教育证书体系、从体制上要理顺我国高职和普高教育的关系、从战略上去发展中外合作办学,把高职教育推向国际化等全新观点。

Because of the important role played by Higher Vocational Education (HVE) in the economic and social development process, developed countries usually provide active guidance and strong support in policy to HVE. This thesis puts forward several new points of views in policy construction of HVE in China such as 'To Establish and Strengthen HVE Legal Policies and Regulations', 'To Standardize the Two Routes of HVE Certificate Systems', 'To Make Normal and Vocational Education Systematically Harmonious', 'To Develop International Cooperation and Make HVE Operation International Standardized' by analyzing Australian TAFE policy environment and probing into present HVE policies and problems in China.
