在市场经济条件下,云南环境监测存在投入不足,结构不合理,管理体制和运行机制不顺等问题。要彻底消除阻碍发展的不利因素,必须在宏观上改革现行体制,完善规章制度,调整结构布局的同时,在微观上明确职能,面向市场,改革内部运行机制,建立竞争和激励机制。

Under the situation of market-oriented economy, there are some problems about environmental monitoring of Yunnan, such as less capitals, unreasonable structure, managing system and running mechanism. If want to delete the bad factors completely, we should reform the present mechanism from macroscopic, perfect the rules and adjust the structure. On the microscopic, we should put it into the market, reform the inner running mechanism and establish 'rat rates' system.
