摘要 电子现金是我国尚未发行的支付工具,它的发行与宏观调控需要从组织角度入手构建一套完整的组织模式。本文针对电子现金发行问题,重点研究我国电子现金发行的组织模式。通过对电子现金的特点、流通模式及发行路径的分析,结合我国国情,从组织要素、组织结构和组织运行机制方面提出我国电子现金发行的微观和宏观组织模式,并有针对性地提出对电子现金发行组织实施保障的政策建议。 Electronic cash is a new kind of payment instrument in China, for which a perfect organization model should be established at the beginning of issuance and monetary controls. According to the research of e-cash issuance problems, this paper focuses on the e-cash issuance organization model. Through the analysis of e-cash feathers, circulation model, and issuance channels, an organization model is proposed by combination with Chinese characteristics. The organization model, which is divided into two parts: micro-organization and macro-organization, is interpreted from three dimensions: elements, structure, and mechanism. Furthermore, some policy suggestions are presented to push the smooth operation of such organization.
