民族贫困地区经济发展具有由外部要素投入和内部源发性经济增长协同的二元特征。因此,为了加快扶贫开发进程、提高扶贫开发效率,民族贫困地区扶贫模式的决策与实施必须基于二元系统观的树立。

The economic development in poor minority communities depends on the dual feature of intervention of external factors as well as the coordination of internal intrinsic economic growth.Therefore, in order to speed up the process of assisting the poor,improue the efficiency,the policy-making and imlementation of assisting poor in minority regions must be built on developing a dual system concept.
