政府博弈对行业协会政策倡导的影响——以T市科技孵化器协会的个案为例

The Influence of Governmental Game on Policy Advocacy of the Industry Association:A Perspective of the Science and Technology Incubator of the City T

在中国特有的社会组织双重管理体制下,主管部门对行业协会的支持和监管影响甚至决定了其政治参与和政策倡导行为。本文通过对T市科技孵化器协会的个案分析发现,当地方政府的职能部门之间出现职责交叉和利益重合时,行业协会如果能够帮助弱势部门增加权力资源博弈的筹码,就能受到该政府部门更多的重视、支持以及获得更多政策话语权。除此之外,在地方政府“块块”的管理格局下,具有规模和资源优势的大企业与主管部门的上级政府部门沟通、互动的机会更多,所以有这样大企业加入的行业协会也更能赢得其主管部门的关注和支持,从而增强该行业协会的政策倡导效力。

Under China’s social organization dual management system,the support and supervision of the competent authorities to industry associations can determine their political participation and policy advocacy.Through the case analysis of the technology incubator association in city T,this article finds that when overlapping duties and interests occuramong the functional departments of the local government,associations can receive moreattention,support,and policy discourse if they can help the weaker sectors to increase the bargaining power. In addition,under the management pattern of "local blocks"of local governments,large companies with scale and resource advantages communicate and interact with higher local government.Therefore,industry associations that such large companies join can win more attention and support from their competent authorities,thereby enhance the effectiveness of policy advocacy.
