This paper briefs the problems existed in charging for the use of the residential public road lamp. According to the lighting time of each lamp, the method of averagely distributing the electric charges is presented by using the coulomb distributer. The working principle, hardware circuit, and software design for the distributer are introduced, and its practicability has been proved by experiments.
