地方政府推进一流大学与一流学科建设的策略与反思——基于24个地区“双一流”政策文本的分析

Promoting Strategies and Reflection of World-class Universities and Discipline in Local Government——Based on 24 local“double world-class”policies texts

通过系统比较24个地方政府"双一流"政策的颁布时间与机构、文本名称与结构、规划时间与目标发现:地区间差异较大,但规划目标数字化特征明显。其指导思想上凸显区域特色,重点支持优势特色学科,推进策略上主要体现分层分类支持、资源优化整合、前后政策衔接、巨额资金投入,保障策略上强调现代大学制度建设,绩效动态考核。在推进高等教育综合改革的背景下,地方政府有效推进"双一流"建设需注重高等教育体系结构的优化、省域高校的科学分类、人才引进与培养并重、政策设计的系统布局。

Through the system comparison of 24 local governments' "Double World-class" policies from promulgation time and organization, policy name and structure, planning time and objective, we find that interregional differences are relatively large,but the planning objectives are obviously digital features. The guiding ideology highlights the regional characteristics, focusing on supporting advantages and characteristics of disciplines. The promotion strategy mainly embodies the hierarchical classification support, resource optimization and integration, pay atention to policy convergence, huge capital investment. The guaranteed strategy emphasizes the construction of modern university system, performance dynamic assessment. Under the background of promoting the comprehensive reform of higher education, the local government can effectively promote the construction of the"Double World-class", focusing on the optimization of higher education system structure, the scientific classification of provincial universities, the introduction and cultivation of talents, and the system layout of policy design.
