考究高等教育发展历史和高等教育发展理论,一所大学要成长为一流的大学,至少存在着五个具有逻辑关系的条件。有一位具有卓越教育思想的大学校长,是大学走向一流的关键。在卓越大学校长的领导下,大学方能主动根据时代的要求遵循和创新现代大学的基本制度,通过大学制度培育自主发展的大学文化,造就众多具有卓越教育使命的学者团队。在此基础上,大学才会自觉地按照高等教育发展的基本规律,盘活多元资金,凝心聚力于和谐的人的生成,服务知识生产和社会发展。校长、制度、文化、学者团队,加上充足的发展资金,这五个要素经由大学实践和合发力,推动一所大学持续不断地向"一流"进阶。

Thinking about the history and the development theory of higher education, there are at least five logical conditions for a university to grow into a world-class university. A univer sity president with excellent educational thinking is the key for the university to becoming world-class. Under the leadership of a distinguished university president, the university can actively follow the requirements of the times, and innovate basic system of modern universities. Through the university system, it cultivates the university culture of independent development, and forms teams of scholars with a distinguished education mission. On this basis,the university will consciously follow the basic law of higher education development, make full use of diversified funds, focus on the development of harmonious persons, and serve the knowledge production and social development. Through university practice and concerted efforts, the five elements as the university president, system, culture, academic team and adequate development funds drive a university to continually advance to be word-class.
