基于层次变权的士官基层管理能力综合评价

摘要 士官作为基层管理活动的具体组织者和直接参与者,是军队基层管理的骨干力量,其基层管理能力决定着基层部队的战斗力。本文从影响士官基层管理能力的因素着手,确定了士官基层管理能力综合评估指标体系。在此基础上结合士官不同岗位的能力需求,引入变权理论,提出了士官基层管理能力的综合评价方法,经过算例分析和计算结果表明,此评价指标体系科学可行。 As the specific organizer and direct participant of the grass-roots management activities,Non-Commissioned Officers are the backbone of the grass-roots management of the army and their management capabilities determine the combat effectiveness of the grass-roots units.In this paper,the factors that affect the grass-roots management ability of Non-Commissioned Officer are considered to build the indexes system of grass-roots management ability.On the basis of the evaluation indexes system,Considering the capability requirements of the different positions,the idea of variable weight is introduced,and the method of comprehensive evaluation is studied.Then applied examples are given and analyzed.The result of example analysis shows that the evaluation indexes system is scientific and feasible.
