摘要
结合广州地铁机电安装类合同变更台账的数据,对合同变更管理中出现的突出问题进行归纳总结。利用随机Petri网理论,仿真分析广州地铁现有合同变更流程速率问题,发现合同变更在施工单位编写变更资料、监理单位审核资料和主办单位审核资料这三大部门耗时较高,变更资料在这三大节点容易延时;同时主办部门核定开审查会条件、核定变更金额和召开审查会这三大环节流速低于系统标准流速,容易堆积变更资料。建议加强项目前期的准备工作,分类管理变更,提高效率,形成部门处理机制,为项目的结算及竣工验收创造便利条件。
Using the statistical data of electronic/mechanic installation contract changes in Guangzhou metro construction, the problems have been summarized. The procedure has been simulated and analyzed with stochastic Petri net. It is found that it takes much time for contractor, supervision unit and client to deal with the information. The checking process is in low efficiency leads to accumulation information. Therefore, it is suggested to enforce primary work, to manage the changes in category, to form processsing mechanism in department. That makes it a facility to the project settlement and quality acceptance.
