基于直埋成本法的地下综合管廊入廊费定价机制

The Pricing Mechanism for Gallery Fee Based on the Direct Embedded Cost Method of Underground Pipe Gallery

本文对城市地下综合管廊入廊费收费必要性进行了阐述,并对定价原则、定价影响因素进行了分析,还列举了入廊费的收费定价的三种方法,并对其优缺点进行了分析。最后采用横琴新区综合管廊的案例深入剖析了直埋成本法在收费定价中的应用。文中提出了地下综合管廊既有提供社会公共产品的公益属性,也有为生产性服务的经营属性的观点,并提出了政府或社会资本不同投资主体的区别收费定价原则,对有关部门制定收费标准具有一定的参考价值。

The fee charges of urban underground pipe gallery into necessity were expounded in this paper. Pricing principle and pricing influence factors were analyzed. Three methods of fee charges and their advantages and disadvantages were analyzed. This paper puts forward the view that the underground pipe gallery both provide public welfare of social public products, also for beneficial results of productive service. Pricing principle of different investment subject between the government or social capital was proposed, which provides reference for making fee charges standard to the relevant departments.
