摘要
PPP模式利用社会资本一改以国家财政为基础来进行设计、建设和运营公共事业的传统项目融资模式,改善了政府资金有限、很难在短时间内投入大量资金到公共基础设施的状况,减轻了政府在工程建设管理方面的繁重工作。研究以广东省A市地铁X线为例,基于项目概述,分析城市轨道交通PPP模式的参与主体和合同关系,从行政监管层、项目治理层和项目管理层三个层次优化监管,将政府、社会资本方、公共事业三种不同视角展开,总结城市轨道交通PPP模式实践经验。
As a new kind of project financing mode, PPP change the traditional mode of the national finance as a basis for the design, construction and operation, improve the government limited funds that is difficult in a short time to invest a lot of money to the construction of public infrastructure, reducing the government in the construction management of the heavy work.As an example of the Guangdong province A city X subway, this study is based on the overview of the project, analyses of PPP mode in the city rail traffic and contract relationship, from the three levels of administrative supervision, project management and project management to optimize the supervision, and the three different perspectives of government, social capital, and public utilities, summed up the practice experience of PPP mode in city rail transit.
