公共工程是政府采购的一项重要内容 ,而在我国的具体实际中 ,工程建设往往被排除在政府采购之外。随着《政府采购法》的颁布实施 ,这一状况必须得到改变。此文从招标投标与政府采购的关系谈起 ,论述了将公共工程纳入政府采购之中的必要性 。

Public works form one of the contents of government procurement. But in the concrete practice of our country, engineering construction is often excluded from the government procurement. Along with the promulgation and implementation of the “Government Procurement Law”, this state of affairs must be changed. This article makes a description, starting from the relations of tendering/bidding and government procurement, of the necessity to include public works in the government procurement and presents the specific ways of implementing the government procurement for public works.
