论派阀解散运动的“虚”与“实”

False Appearance" and " True Appearance " of Disbanding Cliques in LDP

派阀解散运动贯穿着日本自民党政治改革的历史,为数众多的自民党总裁以高喊派阀解散来表明欲革新政治、有所作为的决心。纵观岸信介以来直至小泉纯一郎的派阀解散历史和派阀毫发无损、依然活跃的现实,可以看出解散派阀是虚,通过它达到政治目的是实。派阀解散运动归于失败除了客观上的原因以外,最为重要的是自民党总裁主观上根本不想解散派阀。

The movement of disbanding cliques has been throughout the history of LDP' s (Liberal Democratic Party) political reform. Many LDP' s presidents promoted the movement of disbanding cliques to show the determination to reforming politics and developing their ability to the full. Taking a panoramic view of the history of disbanding cliques from Nobusuke Kishi' s cabinet to Junichirou Koizumi' s cabinet and the fact that cliques were safe and sound, still active. We can find that disbanding cliques is 'false appearance' and attaining political goal is 'true appearance'. Besides objective reasons, the most important reason why the movement of disbanding cliques failed is that, in a subjective manner, presidents of LDP didn' t want to disband cliques at all.
