The Olympic movement is the social culture movement with the biggest scale and influence in the world nowadays. To study the factors influencing its arising is of importance for understanding the Olympic movement all-roundly. It was shown that the bourgeoisie education form has created conditions for the rising of the Olympic movement, so that physical education has begun to implement in schools as one of the contents of education and prepared to develop in the whole society. Moreover, the development of the modern sport in Germany, Sweden and Britain has provided a good pattern to use for reference of the rising of the Olympic movement. The trend of the internationalization of sport has laid a solid foundation for its rising.
