The development of table tennis technique and its limit of rules were studied from the visual angle of social control. It was considered that the problem of development is the core of legitimacy and justice in the rationality of rules. At present the market orientation of the table tennis technique development decides that when both sides apply its technique during competition the technique application of the legitimacy and justice in the rationality of rules should not only ensure the justice of chances, but should also ensure the justice of games so as to meet the needs of the spectators' enjoyment.
