中国农村剩余劳动力的转移是亟待解决的问题。目前制度、经济、农业生产力水平、劳动力素质、劳动力供求失衡及情感等因素制约着农村剩余劳动力的转移。以广大农村纵深发展吸收和以城市化(尤其是大城市化)为重要转移方向,扩大国际劳务输出,全面合理规划,解决农村剩余劳动力转移问题。

How to transfer rural surplus labor forces is a pressing problem at present. This paper finds out six factors which restrict the transfer of rural surplus labor forces, such as system, economy, the level of agricultural productive force, the quality of labor force, and emotion. Meanwhile, as corresponding with measures, the paper puts forward that the basic thinking of rural surplus labor forces transfer is insisting' Walk on two feet'. This is to say, in the course of rural surplus labor forces transfer, we may regard further development of Rurals as a cistern, regard the big cities as central transfer direction, regard the export of international labor forces as shortcut, and plan in all aspects.
