海南规范体育博彩运营管理体制的创新研究

文章通过与西方主要国家体育博彩在审批监督管理、运营管理、收入分配方面的比较。分析了我国体育博彩业管理体制存在:合法性不充分、部门利益制约着彩票的正常发展、筹资效率不高,管理体制不顺、彩票品种过少、游戏规则滞后于市场发展和监管乏力,非法私彩屡禁不止的问题。提出规范体育博彩管理体制应在尽快制定彩票法律法规、开拓彩票市场、改革发行和销售体制、努力开发多样化玩法、改革资金管理体制,加强资金管理和强化市场监管的创新建议。

The article analyse the management system of sports lottery industry in China: deficiency of legitimacy, restrictions of the development of the lottery which originate in the benefits of certain sections, inefficiency of financing, inappropriate management system, short of categories, weak supervision along with the rules of the game lag behind the development of the market,existence of illegal lottery banned repeatedly by comparing procedure of approval, supervision and management, operation and income distribution of the industry with some western countries engaging in it.Then the article puts forward the innovate suggestions that the relate laws and regulations which are more efficient and effective should be published to smooth the system as soon as possible to develop the lottery market, reform the distribution and sales system,develop diversified categories, reform the financial management system, strengthen financial management and market supervision.
