The theory of game has a strong explaining power on why a special international regime is created. According to it, it is the different type of game that decides the concrete international regime. In Asian - Pacific economic cooperation, the game between the developed countries and the developing countries is a kind of non - cooperative game, this determines the special characteristics of APEC approach.
