摘要
目前我国刑事警察结构不尽合理,与刑事犯罪案件居高不下和集团犯罪、智能犯罪、黑社会犯罪以及恐怖犯罪迅速发展的严峻形势不相适应。从事刑侦、经侦、缉毒的专业性便衣刑警严重不足,是刑警结构存在的问题之一。发展便衣刑警,对于提高预防和打击刑事犯罪的能力具有重要作用,值得引起重视。在此基础上,有必要对便衣刑警的类型、选建、使用和管理进行探讨。
