摘要
信用既包括道德规范、行为准则,又包括市场规则、交易方式、经济关系等内容。在经济活动中,市场交易越发达,信用交易发生风险的可能性就越大,而建立与形成信用体系应包括信用中介服务机构、信用工具与手段以及各市场主体严格遵守的市场基本规则和法律规范。当前,我国信用关系还存在信用工具少、执业不规范、法制不健全、服务不配套等问题,为此,应树立对诚信的正确认识,建立运作便利、制度完备的征信体系,大力发展规范的信用关系、信用工具与信用中介机构是真正健全完善社会信用体系的有效途径。
This paper suggests that the credit system should include the medium service institutions, the credit tools and the rigorous laws, and holds that the national credit system still has some problems. The author concludes that setting up the canonical credit relationship and developing the credit tools are effective ways to consummate the credit system.
