文化治理中国是当代中国发展的重要特征和国家治理的目标追求。文化政策是它最重要的治理手段和治理工具。作为治国理政的重要制度建设和道路选择,如何建设和发展社会主义中国的社会主义文化,构成了当代中国文化政策发展的主题和主线。政治治理、经济治理和文化治理,这是由三个不同发展阶段中国共产党治国理政的核心理论、政策和路线决定的。政治治理的核心理论和基本路线是"以阶级斗争为纲",经济治理的核心理论和基本路线是"以经济建设为中心",文化治理的核心理论和基本路线是"建设社会主义文化强国"。这三个发展阶段和治理模式与道路,规定和建构了当代中国文化政策的基本内容与发展走向,形成了当代中国文化政策的空间结构。

That culture governs China is an important characteristic of contemporary China as well as the goal its national governance. Cultural policy is the most significant governing method and tool of cultural governance. As an important institutional building and path choice of the Chinese governance, how to construct and develop the socialist Chinese culture becomes the theme and main topic of the development of the contemporary Chinese cultural policy. The political governance, economic governance and cultural governance of China are the three different development phases determined by the main theories, policies and paths of CPC. The core theory and basic path of the political governance is 'taking class struggle as the key link'; the core theory and basic path of the economic governance is 'taking economic construction as the center task'; the core theory and basic path of the cultural governance is 'building a socialist cultural power'. These three phases as well as the three governance modes and paths identify and construct the basic content and developing direction of the contemporary Chinese cultural policy, and establish its space structure as well.
