在著作权及其保护日益强大的时代,图书馆既要充分利用现行法律实现自己的功能,更要履行促进知识利用和信息传播的公益职能,平衡著作权人与社会公众对知识和信息的权益矛盾。

In the time of strengthening the copyrights and its protection,libraries should not only sufficiently make use of the current law to guarantee their functions,but also perform their social duties of advancing the utilization of knowledge and the diffusion of information,and balance the interests in knowledge and information between copyrighters and the publics so as to improve the image and functions of the libraries.
